There is no scientific or mathematical way to set a universal criterion.This is a prerogative of the designer or a customer. Minimization of the cost is close to be a universal aim.
One may consider the sensitivity of the variation of design to the value of the criterion. If the sensitivity is low, the criterion is not too important.
