In my experience, you publish in a journal. Then, if they're ever short a reviewer in you specialisation, they might just contact you. Do a good job, then they'll send you more.
I can't imagine anyone being trained to do it! To my mind, you can or you can't. And if you can't, for everyone's sake, please don't say you can!
I have reviewed a number of MSS received from various journals Editors. I have no formal training. I do the review based on my experience.
I request all of you not to accept any MS for review from bad journals. One of colleagues received a MS from such a journal. When he was about the complete the review within a short period of time, he saw the paper already published i.e. before the comments were submitted by him!
Thanks for confirming my take on this. As for the bad journal, blimey that is bad!!! Don't you just love such nonsense?? It gives us such good tales to tell....
