Nice question. I saw one expert oncologist surgeon who dor this procedure frequently. He used the measurements of contralateral eyelid lid as guide to decode the excision of aflecked side!
Usually lateral hooding is accentuated by brow ptosis, so this should be addressed at first. If brow is in normal position, then upper blepharoplasty with lateral sigmoid excision will correct the lateral hooding and this may lead to slight brow lifting because part of orb orbics muscle is excised. I prefer you fix the ROOF with this procedure
