Rape is a most under reported crime. You need to reach out to many organizations and agencies; even then you will end up getting tentative figures of rape crime. Some of the places you can explore are: National Women Commission; Offices of State Women Commissions; Women Cells in the Police Stations; Non-government organizations; and Women and gender studies departments/research centers in the universities.
You could also try a self-report study via social networks. Friends of mine do that in a project on police violence. Here's the project's website (outside of researchgate): http://kviapol.rub.de/index.php. The website is in German, but the project team speak English.
