How do we decide who to include as authors in scientific publications like papers and books?

I have known from others that they have five criteria, and at least three of these need to be satisified:

1. Helped conceptualized the project.

2. Provided funds for the project.

3. Helped in data collection.

4. Helped in data analysis.

5. Helped in the writing of the document.
