I have an interesting experience recently. I was at a meeting with Thai government employees - supervisors but not at the most senior levels. We were discussing ways to reduce or eliminate corruption in the Thai government. During the Q+A, one person asked, 'if you eliminate corruption, how will we pay our bills?' Thought it might be interesting to discuss this with my colleagues on this site. It does raise interesting questions about the definition of the term 'corruption', if nothing else.
