How do different empirical or physics-based ionospheric models perform under post-storm EPB conditions?

In my research, I used the Rate of TEC Index (ROTI) to identify the effects of EPB on the ionosphere.
The benefits of ROTI is you can obtain a map of disturbance when a dense receiver network is used.
ROTI is the 5-min standard deviation of Rate of change of TEC over 30 s.
But from the literature that I found, the scintillation index (S4) is also useful to identify it's effect. It's also defined as some mathematical function on the signal strength of GNSS signal, which I don't remember.
