A wide-spread format is: Author(s) (date), title of the page, URL (accessed + date). "accessed" is often omitted, but I think it is important because the content of pages may change, as well as the URL. The date of access can be helpful to find the cited version later in the Internet Archive (https://archive.org/). Different referencing systems will have different requirements eg Vancouver vs Harvard. So I suggest be sure which system you are told to use from the organisation assessing the dissertation and do your references according to that? Have they specified their preference(s)?
