How do I report the authors of a journal paper that I have been communicating with for over 3 months to grant me access to the dataset used in their published paper. I have sent them my CV, proposal report, filled several forms and signed agreements with them only to get this message at the end.

Thank you for your interest in using data from our institution.
Unfortunately due to data protection issues the data cannot be shared.
We apologize for this inconvenience and wish you all the best with your research/publication.
It was stated in their paper that the corresponding author should be contacted for dataset availability
I know it's hard. I will not share my data either. I think forget about these people and produce your own data, but copywrite it 100% :)
Perhaps get in touch with the Editorial Office or the Editor of the journal for advice
As you wrote, "the corresponding author should be contacted for dataset availability". This does not mean that the authors are oblidged to give access to their data. It is quiet common in science that data are not open, for various reasons.
