You cannot get exactly 160 ppm from a 37 % solution just by calculating and diluting due to precision possible then your initial solution has just 2 significant digits and your target is with 3 significant digits.

To make approximately the concentration take 0,160 g/0,37 = 0.432 g of your stock solution and dilute to 1.000 L. 432 mg is about 412 ml if the density is 1.05 g/ml.

This would give you a solution of 1.6·102 ppm. In order to get the precision to 160 ppm = 1.60·102 ppm you need to quantify the concentration in your solution by titration or another method.
