I made the same with rivers. If you open your line type vector file (road), and create a point type vector file in ArcGIS 10, just click: Editor/Start Editing, and choose the point file. After that using Edit Tool, select your road, then click Editor/Construct Points. For Template, select your new point shape, where you want your points, define the distance and other parameters, then press OK. Immediately after that click on Editor/Save Edits.

In ArcGIS, you can use the command SPLIT, in the edit menu. Another option is to use dynamic segmentation.
