I designed a IEEE 30 bus system in ETAP. Can a filter be designed in Matlab and linked up with ETAP? If it is possible, then how to select that matlab file into ETAP?

you can import Simulink or Matlab models directly into ETAP, the platform allows for this, see more info on the link
