The whole issue of inferring causality is far more complex than can be covered in an answer to a question here.

It first depends on your definition of cause. In health sciences, we generally deal with causes that are neither necessary (the effect can happen in the absence of the cause - for example, a nonsmoker can get lung cancer), nor sufficient (not all smokers get lung cancer).

So we tend to talk about probabalistic causes: causes that increase the frequency of occurrence of a health problem in the population and, therefore, make it more likely in the individual.
