Am using matlab to develop an intelligent traffic system. The output of the fuzzy is in seconds. How do I interpret that to signal controller phases in VISSIM
I may be able to suggest you about steps if you provide detail about your specific problem . following will be useful for you to be specific.
1. what is output ( goal ) of your project ?
2. what input signals(parameters) you are processing?
3.how are you performing fuzzyfication (and what membership function)?
4. are you sensing traffic (or modeling ?) which model are you using?
please provide this information so that we can discuss about methods of inference and correct interpretations of outputs.

try using MODBUS of PROFIBUS protocol inMatlab ( I think it exists) to BECKHOFF TwinCat 3 application and then to PLC who controls trafic devices (signal controls, light control, etc)
