Natural resources are structured by both formal and informal institutions. To what extent could both formal and informal rules combine to either promote or negatively affect natural resources? In the paper below, the author provides evidence to demonstrate that formal-informal institutional mix could a double-edged sword that stimulates or thwarts natural resource management efforts.

I'm not sure I understand the question - how do they combine? They can support or contradict each other, they can also validate each other. Formalization can resolve problems such as unclear access, tenure and trade which may lead to overextraction and disenfranchisement of unformal resource owners. If done badly or at the wrong time, formalization can also deprive traditional/informal users of their rights and benefits, leading to many social problems and sometimes a race to the resource and destructive over exploitation. There is no one answer: it is context specific.
