I am currently writing a proposal about the administrators' role in the teachers' evaluation process and the teachers' perceptions of the administrator's ethic and didactic leadership during the process.
The system of evaluation in higher education (university) is imposed by the Ministry of Higher Education and Scientific Research. Hence the grid of appreciation is administrative. As teachers we apply this evaluation grid.
Scientifically speaking, administrators could be competent (reaching their positions on merits) or incompetent (reaching their posts by any means except merits).
Competent administrators will know well how to evaluate their teachers by objective unbiased methods. If the evaluation is positive, then they will be proud of their teachers but work will be continued for more progress with the sky being the limit for ambition. If the evaluation is negative, they will use every effort in order to rectify.
Incompetent administrators will use the process of evaluating teachers for collecting mistakes or shortcomings. If their teachers are fine, then they will feel bad but if the teachers have points of weakness, they will feel cheerful since they will use these points for evil ends that are unrelated to education.
