Ti to st welding due to formation of brittle intermetallic,is very hard
First question in my mind, what kind of steel (carbon %) and also what kind of chromium alloy?
Our attempts of welding titanium alloy OT-4 with steel by CO2 laser were unsuccessful due to excessive thermal stresses. Thermal expansion coefficient of steel is twice as high as it of titanium.
I read a few years ago about the explosion welding of titanium lining with steel casing. It was a huge autoclave for leaching of nickel (or copper) ore in Australia.
Vanadium interlayer is also promising because non-brittle interlayer is formed (in contary to Ni-interlayer): Lositskii, N. T.; Grigor'ev A. A.; Khitrova, G. V. (1966). The shape/size and any other limitations/considerations are also important. The welding of titanium and steel is difficult but without knowledge of use and limitations a useful suggestion can be difficult. Depending upon the requirements, have you considered brazing of the two.
I would suggest diffusion bonding. Check Amir Shirzadi, for that as he is expert on the diffusion bonding.
Brazing may be preferable to welding. You still have to be concerned about intermetallics but the lower temperature helps. Alternately, using an interlayer that has mutual solubility with Fe and Ti may help (V or Nb).
Some more information would be helpful - what alloys, thicknesses, joint geometries, welding process, etc. If you are attempting a butt weld, then an explosively bonded transition joint, as Andrei Rogoza suggested, would probably be the best solution.
