If there is nothing currently in publication you may want to try looking in older botanical libraries both in India and in England. It looks to me like the University of Cambridge may have some historical documentation of value in your search. Even old identification keys will help you. Scientific names may changes but there is always a trail you can follow to the modern name once you locate even a very old name.
There's a huge rust flora in India. A good starting point would be "Taxonomy and Ecology of Indian Fungi" K. G. Mukerji, C. Manoharachary - 2010. Chapter 9 covers rusts and smuts. The references (you can read them on Google Books) list a few identification sources or you could contact one of the authors.
