You can start by studying the positive outcomes by mainstream carpooling in a city. Then, try if you can get extensive raw data of the traffic practices in Islamabad. If you cannot get that, then gather the data for any developed cities like Seoul.

I'm not sure if you can find any commercial software for this purpose. I suggest you proceed by filtering out the data based on the conditions and people's behavior in your city. Then you can simulate on any major traffic simulator by giving the exact % of the people you want to opt for car pooling.
