Coherence is positively logical or consistent and something that makes sense as a whole. I should have learnt coherent reading long time ago since I did a 3 years non-selective reading of "all" the books of a school's library when I was a school teacher in Jordan between 1975 & 1978.
It is true that I gained knowledge in many subjects but coherent reading in a specific area would have given me more advantage.
We live in an age which requires concentration on a certain field by an individual so teachers at a university's department will do a good job if they direct their students to the topics which deserve to be followed up. There will be more motive for coherent reading if the students know the value of a certain subject upon application in real life.
Relate the reading topics to students' prior readings/experiences/societal/global issue to get them motivated about reading. The latter can help with coherency as they would be partly familiar with the words and topics.

The main historical approach to any problem. If the teacher gives the material in its historical development, from the moment the problem appears to the present day, the student will have "consistent thinking", that is, he will begin any reading "from the beginning." This is fixed in the behavior and facilitates the perception of new topics.
You can also use the language-experience approach so that students' reading content is directly related to their own day-to-day experiences in making it more relevant and motivation to read.

This could be achieved using gamification. For instance making a stage like a broadcasting studio write a script in form of news in the school environment and ask student to read and award marks. The highest score wins a prize.With time students would also be part of scoring panel
