If we replace all circuit switching networks by packet switching then security can be hampered by different means. How can we prevent misuse of it?

there are a plenty of ways for mitigate threats, some generic areas, are --:
|| app level: signaling ciphering (e.g. Sips), audio ciphering (e.g. Srtp) ||
|| 'net' level: ipsec (ip), ssl/tls (transport app) ||
|| authentication services, based on user or terminal id's, or networks id's ||
|| access control features + mobility control + gateways for interconnections and networks access (e.g. Sbc's) ||
|| etc. ||
Any technology is not 100% secure, all we can do is to adopt measures to make it secure and those measures need to be updated and incorporated with the passage of time. For controlling of misuse, various aspects of VoIP need to be considered e.g. incorporating security features in soft phones and hard phones (VoIP servers). Packet watermarking, IPsec, encryption at packet level, are important aspects for the misuse of VoIP.
Can you precisely define what you mean as security? Vulnerabilities or inherent properties of packet-based voice or something other?
There are plenty of mechanisms for secure voice now. The question is if they are all economicaly justified in a particular context.
PS. GSM is circuit switched technology and it seems that will be used for many years.
