I dont really have much to comment on this topic but you can use General Electric Model (GEM) for concrete applications of Prof. Zhongjin Li (HKUST) and XY Li's works.

The various methods will still give you the conductivity.   You would need to make concretes with different pore structures, and mearure these.

The formation factor is defined in terms of the conductivity of the bulk sample vs. that of the pore solution. You can express pore solution at high pressure and measure its conductivity/composition. Alternately, you can estimate the pore solution conductivity using a calculator available on the web at:
