Teacher evaluation systems in many countries worldwide are believed to be not very effective because they cannot assure teacher accountability nor can they result in teacher professional development. So, with due consideration of the two main purposes of teacher evaluation (teacher accountability and professional development), how can we make teacher evaluation systems more effective?
As teaching has been shifted to the online mode, a mandatory recording of lessons is a good option to ensure accountability, transparency, and professional development. This will help teachers to reflect on their lessons and get feedback from students and stakeholders.

From the point of view of professional development, a key issue for either evaluation or self-evaluation is to get good information. People can't improve if the information is vague, inaccurate or one-sided.
One thing that could be done would be to focus more on long-term learning and transfer. Sometimes lesson observers seem to feel that they can observe learning within a single lesson, but this fails to account for rapid forgetting. A student may return to a topic two months later and remember nothing from the lesson, so was that good teaching? A more valuable factor is how much the teacher is doing to stave off forgetting.

Effective teaching can be done by
1. Teacher should be aware of the interest of student then he/she should be able to formulate examples relating the subject topic as well as his/her interest .In this way student mind itself forces to think on subject related matter to relate with its interest and this thinking can bring lot more innovative things.
2. Identifying interest is not only enough ,noticing there weaknesses is also a mandatory part .For example if I have a interest in robotics and I do watch robotic related movies ,short videos and get known with latest advancement in this field but still I am not able to remember it much and also not able to explain it to other even though i know about it .Then what is the purpose of wasting time in it . If my weakness is captured by my teachers then they can help me or can inform parents so that they can work upon me. In this way I can proper more in my interest and also excel in it.
3. During teaching time ,teachers can put easy questions to students and ask them to write them down and should be prepared with punishments that can make them to feel regretfull for not answering the questions .Like what interests them the most ,the punishment should be related to that .For example a small kid who loves to play mobile games then if you will put condition that mobile ill be given to them only when they will finish their food as well as complete thir homework .you will notice that how fastly the kid will finish everything and gets the mobile but withiut condition you can not even imagine that anything he/she is going to do .
4. Creating real life problems and asking for solution is also the good idea to make student aware of application of subject or topic they are studying now.
5. If there is any kind of doubt from student side or teacher side ,it should be cleared as soon as possible without delaying it more or postponing it or giving wrong answers to it.If teachers don't have the idea of it ,he/she should discuss with other teachers ,students ,can use browser and then can come to conclusion and imparte the right thing to the doubt .
I think to make teacher evaluation systems more effective, Teacher must often give initial quizzes at the time of early meeting activities to increase student interesting in learning and students will respond with enthusiasm, teacher must prepare work sheets that are attractive and according to student needs and at the end of each meeting provide feedback on the material , teacher try to discuss with students about the time for the exam or evaluation time with their want . Teacher tolerate with the students needed, age, and characteristic of the students.
An interesting and important question. And a very difficult one: can’t see ‘learning’, learning being long term rather than a point in time, many other factors involved in attainment/progress (e.g. home, previous teachers), Hawthorn effect, impact of external metrics and difficulty of seeing typicality during observations.
My thoughts are that triangulation is necessary, we need to make sure we are measuring what is important (not what is easy to measure), student voice has to be part of it and we are looking not only at the quality of the knowledge, skills and learning schema students are building over time, but also their metacognitive practises and their motivation.

Normally, teacher performance evaluation is carried out through the assessment done by the students, peer, and supervisor. Being the best person to judge one's performance, the teachers are also given the opportunity to rate themselves. Apparently, these raters would provide the most precise and fair performance level of the teacher as they are regular witnesses of how the former is doing his duties and responsibilities in school. In some cases, the parents who are actively involved in school affairs, are tapped to give their own evaluation. For the teachers' evaluation to be objective, I believed that these raters must be properly oriented first about its purpose, and the tools to be used before the evaluation period starts.

There are universities which have done their own evaluation of teachers for decades but this "effort" did not lead to advantages for the teachers and the universities in which they work. When an undertaking proves to be ineffective, efficient administrations will change their approach by considering other ways of evaluation and before that proceeds, there has to be more rise in the value of the process of teaching. It is not logical to make research much more decisive in promoting a teacher because there will be more focus on this activity –research- at the expense of the other activity- teaching.
Teachers have been evaluated for years by the respective leaders, colleagues, and students. But, I feel that students' evaluation has to be qualified much. I mean students who are highly ethical and higher performers shall evaluate teachers. In addition, self-assessment should be part of the teacher evaluation attempt.

Student evaluations are important because they measure customer satisfaction. Peer reviews are important because they give a professional opinion of a teacher's work. Management also needs to look at what the instructor has done during the rating period to improve their knowledge of the subject being taught or improve their teaching pedagogy.
