Currently working for the quality department of a logistics warehousing company. Taking into consideration that some of the supervisors are not working to the level of what is expected as well as the absenteeism and lateness of people working there. Moreover, the HR department does not take into consideration its employee, so what do you suggest ? Also, how can we improve HACCP for cold and dry warehouses in order to be on the top? What actions should be taken to improve the quality department of the company?

We feel there should be four point strategy.
First you need to find out roles & responsibilities of related people. Form KRA & KPI for the same people. Use PDCA Deming tools -PLAN, DO, CHECK, ACT, in every movement.
2nd HR should be given need base training to all people. Total quality management training to be given. HR should work on Attitude change, Team building, Motivational Skill development, Agile & lean supply chain etc. training
3rd Standard operating procedure to be prepared. for each process .& should be signed by dept head & process owner.
4th daily / weekly / monthly MIS to be developed. there should be proper Decision Support System for every process.

An Incentive scheme(plan) is vital here as a motivational tool to promote team work,morale and service levels.However, the goals and objectives of the company must be clearly defined to the workers concerned. This is critical if the company is to achieve the best after implementing such a scheme.

All the previous answers are excellent and pertinent. I would add: Giving careful attention to ergonomics and safety practices.
The previous responses to your query would take you in the right direction. To add I would suggest to find the root causes for people working for long hours and plug the gaps , send them home on time then your demand can be that they are to be punctual. it may take a bit of time and energy to do that in a Logistics department. one suggestion would be to have separate team to work covering up the late hours , that is introduce a staggered shift. To improve the logistical practices of the warehouse, I suggest examining the potential of discrete-event process simulation (my own specialty). A carefully constructed model can examine, for example, any of the following:
1. Improvement of storing or picking routes for workers (e.g., using carts, forklifts, tugger trains, or whatever material handling equipment is in use).
2. Improved decisions on where to store particular products in the warehouse.
3. Improved scheduling of workers to increase the probability that overtime is assigned more rarely and then only to the workers willing or even eager to work it, thereby enhancing overall worker morale.
4. Improved allocation of equipment, to avoid too little equipment (e.g., insufficient number of forklifts, certainly frustrating workers) and also avoid too much equipment (e.g., more forklifts than are needed, unnecessarily increasing capital investment and also increasing the risk of accidents such as two forklifts colliding or one forklift knocking down a pedestrian).

Motivate the staff and workers to give their best. Revamp HR department. Introduce best practices of other logistics companies. Make the work place worth attending every day. Implementation of the above may give you some benefits.

Please collect their feedback regarding working environment then you will find the reason behind the poor performance of your employees. Develop confidence in your staff that they are very good and capable to conduct and work in the company with great success.

you need have policies in place to handle staff, which they must be aware off. training is the only way to improve HACCP. people/staff must be involved in the steps or SOP's you create.
storage should be maximum size, design the products and package for optmal size,use automate software communicate between the ware house and accounting departmemts,encourage feedback
As far as motivation is concerned, you may find the key that will motivate your people, and get them to open up. The more they talk, the more they reveal their likes and dislikes (that is, the handles and levers to move them with). Here, self-interest is the strongest motive, accordingly, an effective way to secure their minds is to show how a favourable action (incentive and/or reward) that will benefit them (Greene and Elffers, 2010, p. 373).
In regard to incentive, bearing in mind that too many rewards (incentive/benefits) will spoil your employees and make them take you for granted; however, too much punishment will ruin their morale. In other words, there must be a right balance between stick and carrot (Greene, 2006, p. 82).

Set forth two situations; absenteeism and lateness, it would be nice knowing what are the root causes for that.
Afterward can be planned to start an continue improvement program aligned to the objectives of the company be focused in the resolution of those situations you mention.
Incentives are to be non nickel ones, but some low cost special awards cumulated can open a contest among the workforce to win a prize, but be careful having in mind that the contest needs to incorporate team work behaviours.

Begin with creating a good work environment through HR management. Agree with the HR department on SMART Quality objectives which should capture staff motivation.
Develop SMART quality objectives that drives the company wide quality for the various departments. Break down the departments quality objective to individual quality objectives of staff in the department in the form of job roles and functions.
Develop checklists to monitor staff performance by if you like quarterly reviews and appraisals.
Reward, Reward, Reward.
Implement consequence management.
Work on following issues will help
1. Devise ways to build trust and good work culture in organization.
2 Ensure adequate training to staff at all levels.
3. Work upon an incentive system.
4.Build quality culture by maximizing self esteem in employees.
5. Take up small projects and ensure success through team work.
