Network effect defined and understood as existing ties mainly socio-cultural in nature. As in the waves of immigrants, historically-recorded between pairs of countries.
Policy-induced effects may include a more relaxed immigration ruling, favorable education incentives, health-case benefits etc.
The network effect should be a function of the quantity of the migrant population in the country at the time. On the other hand, the policy-induced effects should jump at or around the moment of the policy introduction. So think about an event study (as in finance) to capture these policy introduction events. Think about event time rather than continuous time.

I upvoted Peter Colwell's answer because its the more parsimonious, but just in case your model wants to capture diverse effects you could try exponential random graph modelling for existing ties, triangles as well as the institutional ties. Again, you would conduct the analysis at specific events in the data.
network effects are set of objective milestones, but on the other hande, policy induce effects are recieved by an immigrant as a set of subjective matters, and the variables of time (the target- opportunity & AGE factors) and environment (level of atcheivment & education) play a major role in the outcome, both qualitatively and imprically.
In my work on migration (mostly qualitative) I have found that network effects matter mostly before migration and in the first stages of settlement whereas policies begin to matter when the migrants is already established (house, jobs) and begins to be able to plan for the long term.
Therefore, I would say that most migrants make decisions according to network in the first place and only after some time they find the time to gather information on policies.
In an interview, you should ask the migrant what they knew about the host country before migrating and only later in the interview introduce the issue of host society policies.
Only exception to this: migrants who arrive to the host society driven through official programs set up by the host society.
