How can we estimate triethylene glycol in water. The thins is we do not have Gas chromatography. We are having FTIR, Can we FTIR for this purpose and how we can determine the concentration.

Well H2O is a strong IR absorber, and I think that you can't use FTIR for this purpose.
First, are you screening for Triethylene Glycol (qualitative) or are you planning to do quantitative analysis? It is possible to use FTIR for both, though quantitation is not going to very sensitive. If you have the standards of Triethylene glycol you can definitely make a calibration curve based on a maximum absorbance that is unique to your analyte. This is similar to how you would use UV-VIS for qualitative analysis. You can refer to the NIST entry for Triethylene glycol for the reference IR spectra that you expect to obtain.
Although more sensitive, gas chromatography is not an ideal type of analysis for this compound because of the very high BP, 285°C.

Is triethylene glycol the only solute present? If so, given the high BP, evaporation and mass measurement should be simple and accurate.
It is possible to analyze triethylene glycol by LC-MS. It can also be done by GC . There is a USP method for determining ethylene glycol, diethylene glycol in glycerin. Triethylene glycol could be determined under these conditions.
LC_MS liquid chromatography-mass specgrometry using electron spray ionization. If the concentrations are high enough >0.1% you could use LC with a refractive index detector. You should be able to find some references in the literature.
You may want to consider solid phase extraction of triethylene glycol from water using Supelco’s ENVI-Carb™ Plus cartridges:
