How can we calculate the value of eddy viscosity ratio?

I am trying to simulate a slot jet impingement on a flat plate using openFoam. The initial values of k and epsilon is required. One way of finding the value of epsilon is using the eddy viscosity ratio. But I have absolutely no clue how to find that. Can someone please help me out with that.

Extend the domain to include upstream flow so that the eddy viscosity ratio in the slot is calculated in the solution.
