@ Krunal, by "reduced dimensions", do you mean the new patch length, width etc. after metasurface loading in the antenna?
Let say without meta-surface, the patch antenna has a length L, that translates into resonant frequency fc. Now with meta-surface loading, the resonant frequency will shift toa lower number (fc-fdelta) which would translate to a increased antenna length (L+Ldelta). The amount of Ldelta would be the antenna reduction size, in simple sense.

Krunal Patel , you can use the formula mentioned by M. Ababil Hossain to determine 'size_reduction (percentage)'. New equivalent length would be L+L*size_reduction(percentage). Note that size_reduction(percentage) would be negative, that ensures reduction of the new equivalent length.
Krunal Patel , I can't remember any hard and fast formula related to this. But, you can take the help of interpolation method.
To say this, just change the metasurface filling ratio from 0-100% by volume in the patch, and observe the corresponding size reduction using the formula I mentioned in my first comment. You can then interpolate data (size reduction vs metasurface filling ratio) and give curve fitting in MATLAB to innovate your own formula for this antenna.
