We are used to understand the operation of antenna using Maxvel's equations. However I wonder if there a way we can understand the operation of antenna using the most fundamental building block of materials and energy.

I found the following blog article, where the Author claims that every atom is an antenna ( http://marty-green.blogspot.com/2011/10/how-atoms-are-tiny-antennas.html ).

I hope the fellow researchers in respective areas of physics could explain the correctness of such interpretations as well as how it could fit into the today's antenna theory.
