Well, Dhani, while some actions must be coordinated across borders (water management regionally, for example) and globally (setting GHG targets), most countries must define and apply locally-appropriate actions. These don't have to be in conflict (necessarily) with other national goals like agriculture production or industrialization, but the tradeoffs (economic and political) and potential multiple-wins must be carefully and transparently assessed.
