The topic of the influence of the leader occupies a major part in management and other literature such as sociology, politics, etc.,
Am I looking for a "scale"? Or a "questionnaire," any other method, to measure the leader-triggered effect on a team. ?

Thank you for the beautiful topic of discussion.
You are basically talking about the impact/ influence that a leader has on her/ his team. This can be measured by arranging an interview of the team members through a structured questionnaire. In my professional life, I had also seen that the management of the organization appointed an observer to maintain a vigil on such matters.
In case, the contextual literature of the situations prior to the appearance of the leader and post appearance, are maintained properly, then a comparative study may help in the purpose.

It is clear that the leader in general, whatever the field, plays a fundamental role in the environment he manages. I think the leader should be an example for others in his behavior and should ensure to establish in the collective that he manages certain fundamental principles such as justice, mutual respect, trust and should therefore establish a high climate of collectivism and motivation to boost work output. The leader must have a broad knowledge among other cultural to be able to better interact in an environment of diversity. These links could help you orient your work.

The measures can be viewed in various ways. But the effects should reflect in terms of turstworthness, knowledge- sharing and self-orientation of the leader. The altruistic leadership is the key for the growth if the team.
In short, difficult to measure objectively. Good leadership is the right balance between results and culture. While results can be measured objectively, culture is difficult to measure. Nevertheless,
Nine-box grid is probably the easiest way out to measure leadership.
When combined with a behavioural assessment, it shows the leader's potentials.
For measuring management performance, there is a specific validated questionnaire, the World Management Survey, separately available for Healthcare, Manufacturing, Education and retail.
