We have a QMS for ISO/IEC 17025:2005, that prescribes measuring the efficacy of requisites, and we want to implement some indicators to do it.
Our doubt is how we could be sure that an specific indicator really measure what we want? In other words, how we could validate the indicators?

Qualitymanagement always starts with a tally list.
What are the most often failures in your sense?
Make a check list - how often does it fail for you and for others.
First take a number of (less than 10) indicators and count them for a certain time of period. Then switch to an other set of indicators. Keep on going. Dependencies come later.
With a first selection of indicators start your system for a while with the plan for a revision at a certain date.
The system is for you ! Keep it simple.

The fundamental approach in construct validation is certainly through literature review by reviewing previous or other research been done and conceptual justification to identify the indicators/variables tested and relevant for our own study. Then adapt them to suit to the context and purpose of inclusion of the indicators. Beyond that is the content validation ie specific testing to prove or disprove the indicators through proper research protocol for conclusive findings and possibly practical application.

As Joachim Schott wrote, you should test some indicators. The efficacy of most measures or procedures is important information for the management, not only for the QMS. So you should include the desired information of the laboratory or institutional management and translate those into indicators. As quality manager or responsible for management reporting, setting up your regular reports based on these indicators works fine.Think of financial, personal, educational and training information, output indicators (number of projects or analysis, delivery times, complaints etc). With some experience as Joachim meant, you will find in due time a suitable set of process key indicators.
Be aware that indicators mirror the efficacy of the involved process, and that staff is not tempted to work on these indicators alone. They should work as good laboratory practice is meant.
As retired head of an environmental reserach laboratory I have much experience with the implementation of an ISO 17025 system. Each laboratory has its own character, but some indicators are simple basic key information for each lab. If I can be of any help, just let me know.
