Prepare fine powder of KOH by crushing it and this to alcohol. For ester hydrolysis and some other specific reactions small amount of water need to be added. Generally people will use % solution of KOH (that will determine volume of solvent).

If you try to prepare alcoholic potassium hydroxide solution, just take required amount of KOH pellets add in small portion to stirring 95% alcohol slowly. Since KOH dissolved in alcohol is exothermic reaction, so you just take care the addition rate of KOH to prevent the solution temperature raise too high. No water is needed.
