I think you answered your own question, although the water is unnecessary.

Potassium hydroxide is soluble in ethanol and there is no need to dissolve it in water beforehand. 

No need to add water. NaOH or KOH can dissolve in EtOH or i-PrOH to make base bath.

Prepare fine powder of KOH by crushing it and this to alcohol. For ester hydrolysis and some other specific reactions small amount of water need to be added. Generally people will use % solution of KOH (that will determine volume of solvent).

There is no need to add small amt of water too, as potassiumhydroxide comes with min 10 -15 % of water content .

Alcoholic potassium hydroxide solution can be prepared by weighing & dissolving NaOH in rectified spirit  as 4% watwer in present in rectified spirit will dissolve NaOH.

A stated previously, KOH is soluble in ethanol. Crush the KOH pellets and maybe put a stir bar into the container as it might take a few minutes to go into solution depending on how much hydroxide you are trying to dissolve. I'd recommend preparing the solution fresh.

You firstly need to crush the calculated ammount KOH and rapidly dissolved it in the necessary ammount of abslout ethanol. You can heat to make complete dissolution.

Dissolve the KOH in 95% ethanol

You can directly dissolve KOH in absolute alcohol, you can dissolve KOH in water followed by completing the required volume of solution by alcohol when water is needed in reactions or in the reactions that are not affected by water. Potassium radicle in general is more soluble in organic solvents than the corresponding sodium. For this reason, you usually find in literature KOH or K2CO3 in organic solvents whenever an inorganic base is needed in the reaction.

Directly add KOH to ethanol and stir with magnetic stirring. You can prepare 15% (by weight) solution.

LR grade KOH contains 15% moisture, you can directly dissolve in absolute alcohol, otherwise you have to add min. i.e few drops of water into  KOH and stirr to dissolve and further dilute with alcohol for required volume. 

KOH is hygroscopic in nature and a few drops of water is sufficient to dissolve it .Addtion of alcohol to the aqueous paste will make alcoholic solution of KOH.

automaticly if you dissolved alcohol (ethanol methanol or other). alcohol is acid and can dissolved in basic solution in ambiente  temperature witn un good and longer stired.Uou can preparade solution alcoholate potassium in  wint ex of éthanol and methanol quikly but with longer pur absolue alcohol (ROH) is very difficult you can stiredd longuer and few hoting  fex KOH must alcohol,....

Take required amount of KOH pallets and dissolve in alcohol on cooling under stirring.

If you try to prepare alcoholic potassium hydroxide solution, just take required amount of KOH pellets add in small portion to stirring 95% alcohol slowly. Since KOH dissolved in alcohol is exothermic reaction, so you just take care the addition rate of KOH to prevent the solution temperature raise too high. No water is needed. 

Yes, most of these answers were similar. So, now you can easily prepare your require amount of alcoholic KOH solution. Note: Initially at low temp and then to RT, due to exothermic reaction. Of course, it depends on amount of KOH also. thanks.

You take the required amount of KOH and add  few drops of water to assist dissolving it in small beaker and trnsfere it to a measuring flask , then add the alcohol to the mark until  make alcoholic solution of KOH.

Add 25gm of KOH in 100 mL of Ethanol to get the required composition of Reagent. (i.e 25% alcoholic KOH)

100 ml of ethanol must be added to 3.5g oh KoH 

how can I prepare 50% Ethanol solution of KOH? 

dissolve 10 gm KOH in 10 ml of Water and adjust the volume upto 100ml with Ethanol. Keep aside for 24 hrs and filter it if necessary.

Dissolve 280mg KOH first in small amount of Methanol and then made up final valume 250ml with Methanol.

You should know that KOH is hygroscopic in nature, so that you should use the solution as soon as you prepared. Don't leave the prepared solution for a ling time.
