I have come across a method based on methyl alcohol in My Agricultural Information Bank, agriinfo.in/soil moisture.Here heating is not required but one has to measure specific gravity of water alcohol mixture.But details are few.

If you have just water + VOA in your system you can take a sample of this solution and measure the VOA by your technique ( mass of simple (water + VOA) = masse of VOA + mass of water.
or, you can use a separation method like a membrane for to separate water from VOA like for example reverse osmosis
