I think you design different levels of investment [say it is an idea or a concept/project. Examples might be:

1. = Thinking about the idea

2. = Doing research on the concept

3. = Designing and asking questions about the concept

4. = Writing about the concept

5. = Drafting alternative points of view on the concept

These are arbitrary thoughts. Time on each could be measured. Nuber of research projects, or written questions/responses.
