I have to measure the runoff in a street gutter. I thought the use of triangular spillway discharge equation would be a suitable method since a I don't have resources to make a more accurate measurement. Can it be right?

I'm using the Urbanas and Stare (1993) equation:
Q= Ct . h5/2 tan(θ/2),
where:
Q = discharge;
h= heigh of water depht;
Ct = given coeficient;
(θ) = spillway angle of opening.
But I'm still in doubt with this equation for the fact that the spillway used is thin and the steet gutter is continuos and rough. Is there any other solution to include the roughness?
