not water-"soluble", but water-"dispersible" = dispersed in water, if you take PSSH (poly-styrenesulfonic acid) instead of para-toluene sulfonic acid.

PAni-PSSH particle size in water is about 30 nm, depending on type of PSSH and polymerisation conditions.
