How can i make a dispersion of PEDOT: PSS with a neutral pH In water from it's pellets(768618 aldrich) ?

I have some pedot:pss (aldrich 768618 ) and i want to make a dispersion with a neutral pH from it, so that i can use it for electrochemical deposition on PCl nanofibers.

How much PEDOT:PSS should be(by percent) used to achieve a electrically conductive surface?

How can i optimize the parameters in this process to reach a minimum cytotoxicity.

PSS is in fact PSSH, if you neutralize, then you destroy the PEDOT-PSSH complex and I would assume the dispersion flocculates. (the PEDOT-PSSH dispersion is not a solution, it is a dispersion, and only stable under acidic conditions; if neutral, PEDOT is not conductive)
