You can try to dissolve or disperse your catalyst within a volatile solvent (such as chloroform, ethanol), cast some microliters (e.g. 10-20 μL) onto the electrode surface with the aid of a pipette and left the modified electrode to air dry so as the solvent be evaporated. Following this procedure you will create a film on the electrode surface consisting exclusively by your catalyst.

But without nafion proton movements is impossible in the catalyst layer..

But while dissolving catalyst in alcohol... Possibility of buring is there .. So make the catalyst wet with water and then dissovle in alcohols

Will catalyst so prepared be stable in water ??

..the problem being faced is binding of catalyst layer on the electrode surface..!!

Have you consider spin-coating ?
