I submitted an article to this journal. and I cant pay APC,
the ACS omega edittor gave this message:
Can you kindly confirm that should your article get accepted in ACS Omega that per the terms and conditions, you will be able to pay the country discounted Article Publishing Charge (APC) for Iran (USD $500)?
ACS Omega is a gold open access journal that relies on APC revenue to allow it to remain sustainable and serve the global scientific community. Therefore we are not able to provide ad hoc discounts or sponsorship/waivers to our APC. Post-acceptance requests for APC discounts or sponsorship/waivers will lead to manuscript withdrawal. If you don’t think you can make the payment due to any circumstance (e.g., economic or technical difficulties), please feel free to withdraw the manuscript and submit it to another journal. At ACS Publications, we have many subscription-based journals that you may want to consider that do not charge APCs.

My advice is to look for other journals on the appropriate topic with no APC. With no APC, it may take longer, however. I have to accept that every time I look for these types of journals.
Dear Ali, it is a difficult situation, probably you could send an email (I suppose the manuscript is accepted) saying your Institution has administrative problems to pay due to embargo policies....
Otherwise you can choose an hybrid journal with no page charge if you do not choose Open Access but only subscriptio access, in any case you will have the proofprint to disseminate
You can send your waiver request before submitting the article. But it depends on the decision of the editor to accept it. We did it once and they accepted our request.
