I want to add polymer or substance to increase the electrical conductivity of PVA that I use it to produce nano-fiber by electrospinning method.

Due to PVA is soluble in water you can try to blend it with PEDOT: PSS.
Nanofibers of 3wt% of PVDF/PEDOT-PSSA in DMF have a electrical current of 2nA when 1V is applied. The current in the fiber can be increased incrementing the wt% of PEDOT that also enchance the fiber formation.

You can change or add a different solvent or, probably more straight forward, add salt.
If you are restricting to aqueous solvent, simplest approach would be to incorporate salt.
