How can I improve resonante frequency?

I have design a dual polarized microstrip patch antenna using substrate rogers rt duroid 5880 lossy but S11&S22 parameters are starting from 67 instead of 0 please suggest steps to improve the parameters. S12&S21 are as per expectations but problem is rising with S11&S22 parameters.
