As you have stated the modeling software can't visualise the permittivity, what is the modeling software that you are using? You can easily view the material parameters you have used while modeling the geometry..
However, in an easy way it can be obtained from L=lambda_effective / 2.. You know the length of the antenna L, its a known quantity. Lambda_effective is the effective wavelength.
or, L = c / (2*fr*sqrt (epsilon)), c is the speed of light, fr is the resonance frequency which you can obtain from the s-parameter , z-parameter curves.. epsilon is dielectric constant.

Ivson Ferreira, I known the permitivity of the substrate, for this case i work with a Rogers substrate RO4730JXR that have 3.0 of electric permitivity, but the geometry that develop over the substrate have a effective dielectric permitivity and permeability that is i want to get, and if is possible see the metamaterial behavior
In the case of a filter i can to get S11 and S21, but in the antena only dispose of one port....but the Nicholson Ross Weir method its very interesting, do you known if this method can be applicated over antenna for known the global efecctive parameters of permitivy or permeability?
