Sorry but it is not for speech recognition, I am trying to classify radio signals basing modulation techniques used (AM,FM,BPSK,QPSK,QAM, ...)

So I am trying to know what would be the distinctive features that could help me to classify the signals using SVM.

Whatever the features, the SVM can be constructed to extract them-e.g. https://www.aclweb.org/anthology/I05-1033 To construct it for radio signals, however, it is necessary to learn what are the features that characterize the radio signals of interest. SVMs don't know or care that the signal is a radio signal-that's what humans are for.
