My thesis of master is about comparing the performance of the tenth and eleventh governments in increasing gender equality in IRAN. This comparison is based on the seven UN Women Empowerment Principles. What do I use statistical resources?

The UN principles are for business offering guidance on how to empower women in the workplace, marketplace and community. There is a tool that can be used to measure/compare. But is it empowerment in business that you are trying to measure?

If it's based on the seven UN Women Empowerment Principles then you should use secondary data or go through a qualitative research. You can collect the better information then.
