By using a softer cap or stopper and by increasing your filling density
Increase the starting density of your powder mixture (e.g. by axial pre-compression)
Decreasing of interparticle friction may produce a good effect for the increasing density and obtaining of more uniform distribution of density. For example, try the application of ultrasonic vibrations on the pressform. Good luck!
