How can I create a virtual environment with low clock speed to study about application performance ?
(i.e) I wish to create few Mhz clock speed environment with in my multi core Ghz processor (if possible control on my windows 8.1 operating system)
Please share Tool name so far you come across.

Virtualization sofware comes to my mind i.e. Virtual Box, but I'm not sure whether you can adjust the frequency of the processors.
Computer processors are simulated as discrete systems due to their state transitions being governed by the clock. So there is no difference on simulating a MHZ or a GHz processor other than the running time of the simulation. There are many available simulators on line, some are able to simulate whole machines running Linux and others are more specific procensors internal components. You should define the specific kind of simulation you want.
A virtualization software isn't a simulator, it is a special mode of execution of a processor which redirects some hardware instructions and contexts to a host operating system.

Yes, I really accept that i failed to convey my question correctly. Because every object have numerous dimension, i can see it in some manner as well as you can approach it in some other way. Here i wish to know that I'm having a set of application which works finely in ARM and Intel Architecture. Here i just wanna to compare the performance of both the system.
Here my physical environment is ARM - 1.2 GHZ - 1 GB RAM
My Intel 2.4 GHZ - 1 GB RAM
What all are the possible way to compare those system Architecture.
Is there any standard metric avail for it ?

It depends on the CPU. If maintenance is available for a given processor, build toolchain. Powered relatively easily under Linux. So compiled image can be used to boot. Otherwise use virtualization. And why windows. There is nothing complicated and poorly documented than that.

- Yes with virtualbox, you can put limit usage of the cpu resources ;
- You can also limit the CPU speed in the BIOS, but not very flexible ;
- or using linux and cpufreqd daemon and specifies profiles.
