i know its position,diameter ,tangent sphere radius ,and its conic coefficient.how can i use these information to get its focal length?
If you have the curvature of both surfaces and the refractive index you can use the Lensmaker's Formula:

I would just add that, index of refraction (n) in the formula is wavelength dependent. If you know the lens material (if it is common) one could easily find the index for different wavelengths from glass suppliers, such as Schott, Ohara, etc..
