I used two rice variety in seedbed for raising seedling but unfortunately seedling condition is not well enough. In some areas yellowish seedlings were found. So how can I accelerate or enhance the growth of seedling by applying fertilizers or others ?

You can apply nitrogen fertilizer as well as 1 mM salicylic acid (SA) in order to prevent seedlings to become yellowish. SA inhibits ethylene synthesis and consequently maintain chlorophyll content at high level. Enough light is also necessary for sufficient chlorophyll synthesis.

In case of seeds of wheat, before planting season I have applied a seed fertilizer on the seed. This type of fertilizer have included N,P,K and zinc and the plant grow with 2 days earlier than normal seed( without fertilizer ). You can start with this type of fertilizer but on the another hand I also recommend a full soil analysis.
Mihai Miritescu, I would suggest that rice as warm season crop would have less cold issues if planted according to appropriate season. For early growth of cereal crops Phosphorus is most important and is especially needed under cooler conditions and low Phosphorus availability. Phosphorus can lower Zinc availability and the use of it can be recommended along with Phosphorus. Since both Nitrogen sources and Potassium can have a high salt index there is so concern with them in direct seed contact. Humic materials can reduce the salt index and might be a way to get the very aggressive early growth. When I see poor early growth humic acid and kelp meal can be a fully organic alternative with these last materials the salting index is not an issue.
Urea top dressing based on your soil condition will help. If temperature is too low use of plastic tunnel will help increase the height of the seedlings.
You may apply mixture of fertilizer at the rate of Urea:100-150 gm, MoP: 60 gm, 40 gm theovit and 30 gm Zinc-Sulphet mixed with 10 liter water and spray. I hope seedling growth will be enhanced properly.
