I'm not sure I understand your question. HEOR people in the industry should be interdisciplinary teams made up of economists, statisticians, pharmacists and clinical pharmacologists, so they should have a lot of expertise. Doctors are increasingly aware of economic issues, but they very often overestimate their expertise in this area. It would be most important to give them a basic knowledge of pharmacoeconomics and the models that are used, to be able to understand the strengths and weaknesses of these. That would seem to be the job of a HEOR team.
I agree with what Anna said. HEOR is centered around the basic economic concept of scarcity and, therefore, aiding in the decision-making process. In short, it should be used as support for teams, but with the expectation that the appropriate methods and adjustments have been made. For example, studies should always adjust for quality of outcomes. The decision itself, though, is typically not left solely to such analysis. As stated, it is more of a support function.
Thanks George and Anna! I beleive that majorly HEOR is understood as economic concept which is not true. HEOR is not only about developing CE or budget impact models, it is more than that. I am working on epedmeiological studies, retrospective chart studies, patient reported outcomes research. From medical affairs, I would like to undertsand thier needs better so that we could come forward and provide required solutions beyong economic concept. Hope this makes sense!
Basically, medical practitioners have been resistant to this type of work. They believe it to be an impediment more than an aid. I know this from interaction with personnel in the field, my own research on the topic, and my experience in providing inter-professional education with other departments (e.g. nursing, social work, etc...). The key is to get buy-in, which means (as you're asking for) understanding what they want. It is vital to quickly demonstrate them how this benefits them and patients. Put it in terms of resources freed up to accomplish other things, evidence of improved overall health for a population, etc. In the end, they need to know how HEOR work translates to allowing them to do their jobs better.
